Insiders pointed out that, compared with tariff reduction, these measures may have a greater impact on the people's "purse strings".

At present, China only levying excise tax on consumer goods such as refined oil, automobiles, cigarettes, liquor, precious jewelry, jewellery, golf and ball sets, high-end watches, yachts, cosmetics, and so on 15 categories of three items.

It is said that the next step is to integrate some high-end consumer goods and high-end services into the scope of consumption tax. Taking into account the factors such as the increase of residents' consumption level and the change of consumption habits, the scope of cosmetics collection will be adjusted according to the direction of consumption tax reform.

This means that the adjustment of the consumption tax policy in the future will be a "increase or decrease" reform.

Zhao Ping, deputy director of the Consumer Economics Research Institute of the Institute, pointed out that with the development of domestic economy and the upgrading of consumption, high-end consumer goods have become a dynamic concept. For example, skin care products have been regarded as luxury goods, but now many of them belong to the regular consumption of ordinary citizens. Timely adjustment of their consumption tax is very necessary.

Many experts suggest that the future belongs to mass consumption.

The tax rate of consumption tax should be reduced to zero, while the consumption tax of a few people should be retained or moderately increased.

Many consumers welcome the tax exemption policy adjustment.

Lu Peijun, deputy director of the General Administration of customs, said that there are 262 duty-free shops in China, including six types of duty free shops at entry and exit ports, duty free shops for ships, duty free stores for pport, foreign duty duty-free shops, duty-free shops for foreign exchange commodities and duty free shops in Islands, Hainan Island. Most of them are duty-free shops for departing passengers, and there are not many duty-free shops at entry ports. They are mainly located at Beijing, Shanghai, Xiamen airports, and Shenzhen, Zhuhai and other places.

He said that in order to adapt to the rapid growth of the entry and exit passengers, the General Administration of Customs will work well with the Ministry of Finance and other departments in accepting the application and examination and approval of the duty free shops at the port entry.

At the same time, a reasonable expansion of tax-free varieties and a moderate increase in tax-free shopping volume will help to meet the actual needs of consumers, facilitate domestic consumers' shopping in the territory, and facilitate consumption reflow. The customs will work with relevant departments to study relevant concrete measures as soon as possible.
