Customs Information: Cancel Some Import And Export Goods Supervision Requirements, More Convenient For Import And Export Enterprises To Declare

On August 31, the General Administration of Customs issued announcement No. 99 of 2020 (notice on adjusting regulatory requirements for some inbound and outbound goods), It has decided to adjust and cancel the regulatory requirements for some inbound and outbound goods, so as to facilitate the import and export declaration of enterprises.

In order to thoroughly implement the tax reduction and fee reduction policy of the State Council, implement the tasks of "six stabilities" and "six guarantees", continuously optimize the business environment at ports and reduce the burden on enterprises, the General Administration of Customs has decided to adjust the regulatory requirements for some inbound and outbound goods. The relevant matters are hereby announced as follows:

1、 The supervision requirements of providing quarantine report of harmful organisms and sending samples for risk assessment and inspection of imported cultivation media for the first time shall be cancelled.

2、 If there is no registration requirement for the imported country or region, the outbound feed and feed additive production enterprise shall be exempted from registration with the customs.

3 cancel Water quality monitoring report provided by aquatic animal farms And Regulatory requirements for health certificates provided by staff of entry aquatic animal isolation sites.

4 cancel Grain exported To declare the regulatory requirements for providing self inspection certificates, Change to Provide quality declaration.

5 cancel The supervision requirements for the inspection records of toxic and harmful substances in fruits shall be submitted to the local customs when the outbound fruit orchards and packaging factories are registered.

6 cancel Regulatory requirements on the submission of water quality test report for production and processing water to the local customs when filing for the record of vegetable production and processing enterprises in Hong Kong and Macao.

7 cancel The regulatory requirements for enterprises to submit certification documents, shipping lists and factory certificates of vegetable processing raw materials for Hong Kong and Macao at the time of customs declaration.

8 cancel Regulatory requirements for self inspection of raw and auxiliary materials for meat and aquatic products processing by export production enterprises.

9 cancel The supervision requirements for the consignees or their agents to submit the certificate of origin of imported aquatic products to the Customs at the port of import.

For cosmetics that have not been approved or filed by the state, the regulatory requirements for providing safety assessment data on substances with potential safety risks issued by relevant qualified institutions shall be cancelled, Product safety commitment is required.
